KC now requires a project certification for proposals that list the sponsor or prime sponsor as U.S. Department of Defense (DOD) or an entity that reports to DOD (e.g. NSWC Crane or U.S. Army Research Institute). Principal Investigators and Co-Principal Investigators will need to indicate whether or not these submissions involve Fundamental Research via a Yes/No radio button on the document’s Approver View or the Proposal Person Certification panel on the Key Personnel tab.
Fundamental research means basic and applied research in science and engineering, the results of which ordinarily are published and shared broadly within the scientific community, as distinguished from proprietary research and from Industrial development, design, production, and product utilization, the results of which ordinarily are restricted for proprietary or national security reason. If a project involves Fundamental Research, the following language must be directly inserted into the proposal’s statement of work to ensure removal of specific regulatory terms and conditions that could restrict who may participate in the research project and limit disclosure of research results:
"Indiana University considers the proposed research to be fundamental research and anticipates there will be no restrictions on publication of scientific and technical information resulting from the project and no access and dissemination controls protecting information resulting from the research."
