The National Science Foundation (NSF) recently announced changes to the NSF Proposal & Award Policies & Procedures Guide (PAPPG) (NSF 23-1), applicable to proposals submitted or due on or after January 30, 2023.
Significant changes include:
- Revisions to the certification for Responsible and Ethical Conduct of Research (RECR) for proposals submitted on or after July 31, 2023, which expands the training to faculty and other senior personnel as well as requires specific training mandated by the America COMPETES Act, as amended.
- Requirement for proposers to provide a certification regarding Safe and Inclusive Working Environments for Off-Campus and Off-Site Research.
IU’s Office of Institutional Equity is creating a university plan applicable to all NSF-funded proposal submissions. PIs will be notified of those requirements by ORA at time of submission to NSF beginning January 30th, 2023. Additional requirements for off-campus and off-site research must be completed if funded by NSF. A check box has been added to the NSF proposal cover page to indicate if Off-Campus or Off-Site Research is anticipated. For purposes of this requirement, off-campus or off-site research is defined as data/information/samples being collected off-campus or off-site, such as fieldwork and research activities on vessels and aircraft.

- Revisions to the Biographical Sketch and Current and Pending Support formats to include certifications from the individual (as required by the 2021 National Defense Authorization Act, Section 223) regarding information being accurate, current, and complete.
- The last day to submit new NSF proposals and supplemental funding requests in FastLane is Friday, January 27, 2023 (5:00 PM submitter’s local time). FastLane will be removed as a submission option from all funding opportunities with the implementation of the PAPPG.
