On January 27, 2025 the Executive Office of the President, Office of Management and Budget issued a memorandum to all federal agencies requiring a pause in all agency activities related to obligation or disbursement of all Federal financial assistance. Agencies have until February 10, 2025 to review grants for consistency with recent executive orders. OMB has also issued an additional clarification with respect to this memorandum. While this situation continues to evolve, at the present time IU’s understanding is that no new federal awards will be issued during this pause and agencies will not be allowing recipients to utilize federal payment systems to process reimbursements.
While IU has received notifications to cease grant activities on a small number of awards related to executive order freezing foreign financial assistance and funded Department of State and USAID, IU has not been notified of any other instances where continued grant activity and related expenditures must cease. As such, active federal grant activity and proposal submissions should continue uninterrupted. If IU is notified of a requirement to cease active grant activity, the Office for Research Administration (ORA) will promptly notify the principal investigator and their fiscal officer. IU’s ORA will share any further updates or clarifications as received.
