The National Science Foundation (NSF) recently announced changes to the NSF PAPPG (NSF 24-1), applicable to any proposal submitted or due on or after May 20, 2024

PAPPG Section Title | Summary of Change | Parties to Malign Foreign Talent Recruitment Programs | Modified to incorporate a new section establishing that individuals who are a party to a Malign Foreign Talent Recruitment Program (MFTRP) are not eligible to serve as a senior/key person on an NSF proposal.
NSF now requires that all senior/key persons disclose and certify on proposals and annual reports regarding MFTRP’s. For more information on what constitutes a MFTRP, please see https://rso.iu.edu/research-security-assurance/malign-foreign-talent-recruitment-programs.html | When to Submit Proposals | Modified to clarify that the 5 p.m. submitter's local time is tied to the organization, and not the location of the PI. | Proposal Font, Spacing and Margin Requirements | Modified to allow for submission of proposal documents in landscape format. | Biographical Sketch(es) | Serves as NSF's implementation of the biographical sketch common form developed by the National Science and Technology Council’s Research Security Subcommittee. This section has been revised to remove the 3-page limitation for the biographical sketch. There is no page limitation for this section of the proposal. The Synergistic Activities section has been removed from the biographical sketch. This information must now be submitted by individuals designated as senior/key persons as part of the senior/key personnel documents in Research.gov | Current and Pending (Other) Support | Serves as NSF's implementation of the current and pending (other) support common form developed by the National Science and Technology Council's Research Security Subcommittee.
https://www.nsf.gov/bfa/dias/policy/nstc_disclosure.jsp | Foreign Organizations | If foreign organizations are included as subawards and/or consultants on the proposal, extra justification must be added in the Project Narrative. | Mentoring Plan | The Mentoring Plan must now include graduate students as well as postdoctoral scholars supported by the project. Plan is limited to one page. If a postdoc or graduate student is added to the project and a mentoring plan is not in place, the plan must be sent to the cognizant NSF Program Officer. | Individual Development Plan (IDP) | An IDP is required for all postdoctoral and graduate students supported on the project for one month or more. IDP must be updated and certified annually by PI or Co-PI when they complete their annual report. | Safe and Inclusive Working Environment | If funds are re-budgeted to support off-campus or off-site research, and the original proposal did not have a Plan for Safe and Inclusive Working Environments, one must be developed and maintained. |
