The Office of Research Administration (ORA) recently updated IU Policy SPA-11-003 entitled “Cost Transfers on Cost Reimbursable Grants and Contracts”. The prior version of the policy set out expectations regarding timeliness of cost transfers, but was limited to expenditures categories other than compensation.
The primary change to this policy adds compensation expenditures to the existing requirements. This change is necessary to facilitate the transition to annual project certifications from the more frequent individual effort certification documents. This policy is effective January 1, 2020.
IU draft policy SPA-11-026 entitled “Project Effort Confirmation” has been posted. This draft policy is not yet in effect. We encourage IU’s research community to review this draft policy linked above and submit feedback.
Project confirmation statements will be issued starting in March 2021. Demonstrations and training sessions regarding the new Project Effort Confirmations will be forthcoming.
