Effective for all NSF awards issued on or after May 20, 2024, the National Science Foundation requires that all Principal Investigators (PIs) and Co–Principal Investigators (co-PIs) named on an award complete an annual certification in Research.gov affirming that they are not participating in a malign foreign talent recruitment program (MFTRP).
This certification must be submitted within 30 days of the anniversary of the award’s start date each year.
To complete the MFTRP Annual Certification, PIs and co-PIs should sign in to Research.gov, where they will be prompted to submit the required certification.
Additional guidance is available in the NSF Proposal and Award Policies and Procedures Guide (PAPPG) Chapter II.D.1.e(ii) and Important Notice No. 149: Updates to NSF Research Security Policies.
Frequently Asked Questions and MFTRP contract examples are available on the MFTRP section of the Office of the Chief of Research Security Strategy and Policy website.
